TOPS Cebu is one of Cebu’s most popular mountain-view destinations, located along Tops Road in Busay, Cebu City. It sits high above the city and is famous for its 360-degree panoramic views of Cebu City, the surrounding mountains, and the sea toward Mactan.

How to get here?
My best way was to ride at IT Park at Lahug using a shuttle service with a fee of ₱200 inclusive back and forth transfers and entrance fee. You can also ride a bike around ₱150 one way.
